Article I: Name
The name of the organization shall be the Cardinal Chapter of the National Residence Hall Honorary at St. John Fisher College.

 Article II: Purpose
The purpose of this organization shall be to provide recognition for those students living in the Residence Halls who have shown outstanding service and who have provided leadership in the advancement of residential living and the St. John Fisher College Community. 

Article III: Membership
   
Section 1: Qualifications
        a. Shall have lived in the Residence halls for at least one semester prior to the     semester of selection.
        b. Shall be in good judicial standing (cannot be on probation) with the college and shall have a minimum of a 2.5 GPA.
        c. A unanimous decision of the Selection Committee may be subbed for the GPA requirement.
        d. Shall have demonstrated outstanding service and leadership in the Residence Halls of St. John Fisher College.

    Section 2: Classification of Members
        The organization shall consist of four types of members; Active, Inactive, Alumni, and Honorary
        a. Active members shall be defined as undergraduate level students currently living in the Residence Halls at St. John Fisher College and who maintain good academic and judicial standing.  They shall be the only members with voting privileges
          i. Active members cannot miss more than two unexcused meetings in a row or three meetings in a semester.
             ii. Active member must write a minimum of two (2) “Of the Month’s” (OTM’s) per semester or petition to fulfill the requirement in another manner.
             iii. If a member cannot make meetings due to another time commitment, they may petition the NRHH Executive Board for conditional activity within one week for the entire semester or within twenty-four (24) hours for one meeting, on the provision that they will then contribute to the Chapter in a way that the member and the Executive Board deems appropriate.
              iv. Should a member fail to meet these requirements, they shall be deemed an Inactive member of the Cardinal Chapter of NRHH and shall lose all voting privileges until such time as they can regain their active status.
              v. If a meeting is missed, whether it is excused or unexcused you must read the minutes and reply to the President.
        b. Inactive members shall be defined as undergraduate level students currently living in the Residence Halls at St. John Fisher College and who are in either bad academic or judicial standing with the college, or who fail to meet the requirements of active membership.  They shall have no voting rights.
           i. Activity can be regained by writing two OTM’s or create and implement a recognition project in the month in which the member is attempting to regain activity.
              ii. If a member becomes inactive due to academic or disciplinary probation they become inactive until the end of the probation.
        c. Alumni Membership shall be held by former active members who have left St. John Fisher College residence.  They may remain active in the organization, but shall have no voting privileges.
        d. Honorary Membership is offered to individuals who have shown outstanding leadership and devotion for Residential living and the St. John Fisher College community.  Honorary members shall have no voting privileges.

 Article IV: Non-Campus Affiliation
This Honorary is a college affiliate of the National Residence Hall Honorary.  In order to remain a member of the National Residence Hall Honorary this Chapter must follow the rules and by-laws of the National Residence Hall Honorary Constitution. 

Article V: Amendments to the Constitution and Bylaws
Amendments must be submitted to the Executive Board in writing one week prior to voting by Active members.  Amendments to this constitution must be passed with a 2/3-majority vote of Active membership.  By-laws may be enacted with a 2/3 majority vote of membership whenever appropriate. 

Article VI: Ratification
This Constitution shall become effective when a 2/3 majority vote of  Active members is received; furthermore, upon ratification, this constitution shall supersede any previous Constitution ruling this organization. 

Article VII: Officers
The elected officers of this organization shall be the President, Vice President for Recognition, Vice President for Selection and Induction, and Secretary/Treasurer, and shall be referred to as the Executive Board. 

Article VIII: Advisor
The Director of Residential Life shall appoint this organization’s Advisor at the beginning of each fall semester.

 Article IX: Nondiscrimination Clause
The National Residence Hall Honorary shall not discriminate on the basis of race, creed, national origin, ancestry, gender, religion, physical disabilities, or sexual orientation in the selection of its members or in its programs.

 Article X: University Records
The Honorary shall maintain a list of current officers, their addresses, the names of appointed advisors and the most recently amended constitution and provide the NRHH National Office and the Advisor with this information. 

The By-laws

Article I: Meetings

    Section 1: Regular meetings shall be set by the Executive Board at the beginning of each semester.
     Section 2: Additional meetings shall be called by the President as necessary.
 

Article II: Duties of Officers
    Section 1: The President shall:
        a. Preside over all Chapter meetings.
        b. Preside over all Executive Board Meetings.
        c. Preside over all “Of The Month” selections.
        d. Create special committees, as needed.
        e. Insure accessibility for all members of the organization.
        f. Act as the official spokesperson for the organization.
        g. Maintain communication with the NEACURH NRHH RAD.
        h. Maintain communication with the NRHH National Office.
        i. Maintain communication over both the Regional and National NRHH List serve.
        j. Assist with yearly affiliation process.
    Section 2: The Vice President for Recognition shall:
        a. Be responsible for coordinating all recognition projects.
        b. Shall facilitate any programming events.
        c. Act as parliamentarian at called meetings.                                                                              
        d. Attend all Executive Board and Chapter meetings.
   Section 3: The Vice President for Selection and Induction shall:
      a. Be responsible for forming a selection committee comprised of active chapter members.
      b. Be responsible for soliciting suggestions for membership candidates.
      c. Send out membership applications.
      d. Receive and prepare applications for members to vote on.
      e. Send out letters notifying candidates of membership status.
      f. Facilitate the overall selection and induction process.
      g. Plan and organize the induction Banquet each spring semester.
      h. Attend all Executive Board and Chapter meetings.
 Section 4: The Secretary shall:
      a. Take minutes of all Chapter and Executive Board meetings.
      b. Have presentable copies of minutes available by the next meetings or available electronically
      c. Maintain all records and the history of the Chapter.
      d. Attend all Executive Board and Chapter meetings.
Section 5: The Treasurer shall:
      a. Formulate and revise a budget with the President as necessary.
      b. Manage all financial transactions for the organization.
      c. Attend all Executive Board and Chapter meetings.


Article III: Election Code
    Section 1: Requirements for Candidacy
        a. All candidates must be an Active member for the semester prior to which they
        will hold office.
        b. All candidates must be an Active member for the year in which they intend to
        hold office
    Section 2: Election Procedure
        a. Elections shall be held each spring before the selection of new members.
        b. Nominations will be opened a week before elections and will remain open until
        the week of elections.
        c. In the event of a vacancy, nominations will be opened in the following full
        Chapter meeting.
        d. The day of elections, each candidate will receive five (5) minutes in which to
        speak to the Chapter.
        e. A three (3) minute question and answer period will follow each candidate’s
        speech.
        f. Officers shall be elected by a simple majority vote of the Active members
        present.
        g. Each officer shall be elected for a one-year term.
        h. Officers shall take office immediately after induction.
    Section 3: Officer Oath
        a. The Officer Oath is as follows:

“I, (state your name), pledge to uphold and honor all the principles, values, and beliefs, of the Cardinal Chapter of the National Residence Hall Honorary at St. John Fisher College.  I solemnly swear, as an Executive Officer, to serve the Cardinal Chapter to the best of my ability, to serve and protect all the guidelines and status of the Constitution, the NRHH National Office, and NACURH, as well as the well being of the Chapter.”   
 

 Article IV: Removal of Officers
    Section 1:
In the event that an officer is not performing their designated duties or
       they do not meet all the requirements in the constitution, they may be removed
       from office.
    Section 2: Removal Procedures
        a. In the event that an Officer leaves office, the floor shall be opened for
        nominations and an election shall be held to finish that office’s term.
        b. This election shall commence the meeting following the office’s vacancy.
        c. The election shall be governed by the Election Code stated in Article III.
        d. In the event that no one wants to fill the position, the President shall appoint
        an active member with voting rights to finish that office’s term.
        e. Approval of this appointment shall be made by the membership with a 2/3
        majority vote of the members present.

 Article V:  Vacancy of Office

    Section 1: Line of Succession:
        a. The line of succession shall be determined at the beginning of each year by the
        executive board or as listed in the Constitution
        b. The line of succession can be changed at anytime during the year by a
        unanimous vote of the executive board.
        c. Should the office of President become vacant the next officer in the
        predetermined line succession shall assume the office of President until an
        election can occur.
    Section 2:  Presidential Appointments
        a. In the event that an Officer leaves office, the floor shall be opened for
        nominations and an election shall be held to finish that office’s term.
        b. This election shall commence the meeting following the office’s vacancy.
        c. The election shall be governed by the Election Code stated in Article III.
        d. In the event that no one wants to fill the position, the President shall appoint
        an active member with voting rights to finish that office’s term.
        e. Approval of this appointment shall be made by the membership with 2/3
        majority vote of the Members present.

 Article VI: Duties of Advisor
    Section 1: The Advisor shall:

        a. Act as a liaison to the Director of Residential Life and the Resident Student
        Association (RSA).
        b. Attend all meetings, either of the Chapter as a whole or of the Executive Board.

Article VII:  Voting
    Section 1: Executive Board
        a. Each officer, excluding the President, shall receive one vote in each voting
        matter.
        b. The Advisor shall not vote.
        c. The President shall only vote to break a tie or during the selection process.
    Section 2: Chapter Members
        a. Each Active member shall receive one vote in each voting matter.
        b. Inactive, Alumni, and Honorary members do not vote.
    Section 3: Voting Procedure
        a. All votes shall be a simple majority of the Active members present unless
        otherwise specified by the Executive Board.
        b. Tie Breaking Procedure:
                i. In the event of a tie, a 5 minute discussion/question and answer period
                will occur, and ballots will be recast.
                ii. In the event of a second tie, the President shall break the tie.

 Article VIII: Selection and Induction
    Section 1: Nominee Requirements

        a. Nominees must currently reside on campus.
        b. Nominee must have resided in the Residence halls for at least one (1) semester
        prior to the semester of selection.
        c. Shall be in good standing with the college and shall have a minimum of a 2.5
        GPA.
                i. A unanimous decision of the Selection Committee may be substituted for
                the GPA requirement.
        d. Shall have demonstrated outstanding service and leadership in the Residence
        Halls of St. John Fisher College.
        e. Nomination must be given to the Vice President of Selection and Induction by
        the deadline set for the Spring semester.
        f. All NRHH members, students of the college, Faculty, and Staff can make
                                    nominations.   
                            Section 2: Voting Procedure

                                a. Selection shall be by blind ballot, in which the names and all identity features of
                                a nominee have been removed.
                                b. Nominees must receive 2/3 majority vote of those Active members present to be
                                inducted.
                                c. Vice President of Selection shall not have a vote.
                            Section 3: Induction Oath
                                a. The Induction Oath is as follows:

                        “I, (state your name), agree to uphold and honor all the principles, values, and beliefs of
                        the Cardinal Chapter of the National Residence Hall Honorary at St. John Fisher College.
                        I promise to continue the tradition of recognition and service to others.  In my efforts to
                        serve this chapter, I will uphold the NRHH constitution to the best of my abilities.”

 Article IX: Affiliations
    Section 1: A representative shall:

        a. Be sent to the Resident Student Association General Council Meetings.
        b. Serve as a voting member of the RSA.
        c. Be a current member of the Cardinal Chapter of the National Residence Hall Honorary.
        d. Be selected prior to the first General Council meeting by the NRHH Chapter and shall serve as
        the representative for the remainder of the year. If the individual is unable to serve as
        representative or leaves the position, a new representative must be selected prior to the next
        General Council meeting.
        e. Be present at all General Council meetings.  If the representative is unable to attend, a
        responsible substitute from the Cardinal Chapter must attend the meeting.
        f. Be responsible for communication between RSA and the Cardinal Chapter of the NRHH.
        g. Be responsible for representing the concerns of the Resident students of St. John Fisher College
        and the concerns of the Cardinal Chapter of the NRHH.
        h. Be responsible for attending functions sponsored by RSA.
        i. Make a weekly report to the General Council.
    Section 2: Representation
        a. A member of the NRHH Executive Board cannot hold the office of President or Treasurer of RSA.
    Section 3: Monetary Issues
        a. Failure to perform duties will result in suspension of all RSA money to the Cardinal Chapter of
        the NRHH until such time that an RSA approved service project has been completed by the
        Chapter.  The service project will be chosen, organized and completed by the Chapter.  After
        completion of the service project, money will become unblocked.
       b. The NRHH will be responsible for sending its conference delegates out of its budget, RSA may
        help financially, but is in no way required too.

 Article X: Chapter Pin-Awarding Procedures
    Section 1:
  The requirement for the “Diamond” pin is membership induction into the Cardinal    
        Chapter of the National Residence Hall Honorary.
    Section 2:  The requirement for the white “Leadership” pin is a prominent display of leadership ability
        at St. John Fisher College (as assessed by the current NRHH Executive Board) or placement on the
        NRHH Executive Board.
    Section 3:  The requirements for the eight (8) “Bronze” pins are at the discretion of the NRHH and
        RSA Presidents.  These pins are to recognize individuals who have demonstrated outstanding
        service to RSA, NRHH, NEACURH, and NACURH.
